This "memo" was typed by a AF Lt Col by himself, for a "memo" that was NEVER expected to EVER be seen again unless the writer got himself in serious trouble and needed to dig through his records later. (Thus, the stupidity of literally labeling it a "Cover Your Ass" memo To who? Himself?)

Why do all that work to write something that complex to YOURSELF?

It CAN'T be official paperwork - It's ILLEGAL for a commanding officer to take and to keep personal records affecting other officers AT HIS HOUSE in a closet!
