If one had the original doc you can see that different keys on a typewriter have different flaws. That's why in the detective novels they can test a typewriter to see which machine was used to type a particular document. Not the case with computers.

The image you posted has clearly been tampered with. Notice the "03" in the date at top: Both the "0" and "3" are obviously in a different typeset (font) than the rest of the document. It becomes obvious when compared with the "3" in the zip-code at the top. There may be more discrepancies, but this one sticks out like a sore thumb.
I retired from the Ar Force in 1979 as an admin super and I don't EVER recall using '03' in a date. I DO recall '3 Aug 1972, 3 Aug 72 or 3 August 1972. I don't think the 0-justified date was used until later, via WP and PCs.
