Drills are on weekends, normally.

the rest of the memos are not written on weekends...did the Commander work 6 or 7 days a week?

Could be, if he was on active duty as an Inspector Instructor to the reserve unit, or a reservist on Temporary Active Duty, or an Active Reservist.

Those are all USMC terms, the Air Force back then probably had different names for the same things.

Maybe he typed, or had these memos typed, at home or his civilian office while taking care of reserve business on his own time?

Guard and Reseve CO's are most always full time employees. They are technically civilians during the normal workweek, even though they wear AF or Army uniforms. During weekend drills they are reservists/guardsmen performing inactive duty training. Only one weekend a month is generally a "drill" weekend. (Sometimes they have "make up" weekends, once or twice a year)
