I remember over sixty years ago when MEN (all males) had to wear tops in many pools. Fortunately an undershirt was enough to meet the requirements although men's and boy's bathing suits included tops. Seemed silly to me then and now. I've been in some places where no one had to wear a top and some places where nothing was required. I think that any place should make their own rules. If you can't meet the dress code go to some other place. I'm sure that there is some place in the world where there is a wet Burqua contest.

My dad used to swim at the Y over sixty years ago, and he said NO TOPS and NO BOTTOMS were the rule.
