He's not. The hold in the picture happens to be "banned". That particular grab and hold happens to be deadly force. It is intended to knock someone out quickly, or kill them. The thug's presentation was not at all that of a trained cop either. He's a union thug.

We shall see. But if Russell sues, he should be able to find out the name of the guy.

Police said Michael Russell, 48, of Foster, Ky., complained that his neck was hurt by a man who put him in a headlock after Russell started to yell about Kerry's allegation of war atrocities after returning from Navy service in Vietnam.

City police were investigating. No charges had been filed Wednesday, police spokesman Lt. Kurt Byrd said.

Seems police would know if the guy was one of theirs. In addition, I was doubtful (and remain so unless others know for a fact) that an undercover policeman would wear a t-shirt falsely identifying himself, such as a member of a union, at this type of event unless he HAD to pass for a union member to a casual observer. Since far from all in the audience were wearing those yellow t-shirts. I do not think it was an undercover cop.

Also, when this went down on the Live Thread, freepers in real time were saying that thugs were beating up a heckler. They did not say a disruptor was being escorted out, which is what would have happened by professional law enforcement.
