The root of the evil, and of the act of terrorism against civilians, lies in the premeditated takeover of the school, and the fact that the pupils were held hostage and were threatened with death if the colleagues of the terrorists were not released from Russian prisons.

1. Turn the imprisoned colleagues of the terrorists over to the surviving family members of the school massacre victims.
2. Announce that, in the future, demands for release of imprisoned terrorists (or their "colleagues") by perpetrators of new terrorist acts will result in the summary execution of the imprisoned "colleagues", as well as the new perpetrators when apprehended.
