10 airport employees indicted on federal drug charges (switching luggage)

ST. THOMAS - Ten employees at King Airport - ... - have been indicted on federal charges that they were part of a drug ring that distributed millions of dollars worth of cocaine and heroin to Florida, Pennsylvania, New Jersey and New York.

...the conspirators would bring suitcases containing cocaine and heroin to the airport. After legitimate luggage containing no questionable items made it through Customs and X-raying, the conspirators sometimes removed the computer-generated routing tags from the bags and placed them on the suitcases containing drugs.

There is a story that Flight Pan Am 103, which exploded over Lockerbie Scotland, was downed because of this: Drug agents wanted to switch luggage to import drugs for "legitimate" DEA sting operations, but the drug informant who had the drug bag was double crossed by others, and the bag actually contained a bomb and not drugs. There are several suspicious things about the trial, agents not wanting to testify, etc.
