CA: Governor stumbles on policy actions

SACRAMENTO – When times get tough, California's action-hero governor, Arnold Schwarzenegger, resorts to a surefire way to pump up his power. He ridicules the state Legislature as a dysfunctional band of children who fritter away their time and then, cowed by special interests, rush through "strange bills" in the dead of night.

But as this year's legislative session crashed to a close last month, it was Schwarzenegger opening his doors wide to special interests and rolling out what was widely considered a last-minute, half-baked legislative agenda with almost no public scrutiny.

As a result, far from Schwarzenegger's promise of "action, action, action," many of his top policy priorities - from privatizing energy markets, to streamlining government, to boosting solar power - foundered, leaving Californians still waiting for the true reform Schwarzenegger promised in his campaign.

"I think this governor has been learning how complicated and complex developing sound public policy is," said Sen. Don Perata, D-Oakland, recently chosen as the state Senate's new leader. "Campaign rhetoric notwithstanding, it's harder to do than he ever imagined."

I read in the paper this morning that Arnold is vacationing in Idaho until Monday. As a result Cruz could still sign the illegal drivers license bill. I thought Thursday, Arnold was safely in the state and we had nothing to worry about on this matter.

The Democrats in the legislature wouldn't know sound public policy if it mugged them.
