Actually what Dubya said was, "Every nation in every region now has a decision to make: Either you are with us or you are with the terrorists."
I know it's a small point, but your way suggests these children were America's. This abomination was not perpetrated againsy us but against Russia.
When they didn't stand with the USA they encouraged the terrorists. The "evil-doers" saw a country they could "bargain" with and it has cost the lives of these innocent men, women and children.
