In another thread, a FReeper posted the relevant section of the NEXIS/LEXIS citation for that story. So I am pretty confident we have identified the correct individual. Of course, AP could make it clear, but like John Kerry's refusal to sign a Form 180, they have so far declined.

The Lexis Nexis story with Hays' byline was filed about 15 minutes after a story (no byline, dateline WEST ALLIS) was filed. Hays' story appears to be an agglomeration of other stories, and was filed from NYC.
