Seeking to end a searing, months-long controversy, San Jose City Manager Del Borgsdorf on Friday concluded his investigation into the city's bungled City Hall technology deal with Cisco Systems by laying all blame on three administrators who already have resigned or been demoted.
``You ought to have the confidence, and competence, at the department head level,'' Borgsdorf said. ``The standard of performance at that level was unacceptable.''
In releasing a nine-page summary of a personnel investigation conducted last month, Borgsdorf said he believed there was nothing he or his immediate deputies did wrong as the city's technology and purchasing managers designed and sought bids for the new City Hall's network and telephone systems earlier this year. The bid package has since been canceled because it blatantly favored Cisco equipment, in violation of city law.
The report's conclusions about the responsibility of upper-level management are at odds with allegations made in a memo by Senior Deputy City Attorney Brian Doyle that an unnamed official in Borgsdorf's office ``ordered'' the Cisco plan to proceed despite early concerns. Borgsdorf has denied that.
But the report released Friday by Borgsdorf will not be the final word on the subject. Santa Clara County District Attorney George Kennedy has launched a criminal investigation of the Cisco deal, and council members have said they may want an independent probe of city management.
Councilman Dave Cortese said he was not satisfied with the report, especially because after more than 125 hours of staff time and hundreds of pages of interviews, the report was presented as a nine-page summary. ``He should give us the whole thing,'' Cortese said. ``It's far too sanitary for me.''
