He was apparently speaking about future provocations. Revenge, etc. You know, someone that may suggest to the grieving families to take the justice in their own hands. They are neither equipped, nor trained, nor in the emotional condition to do that. It would just make Putin's job harder.

I hate to even think about this, but if this had happened to my child..trying to find one of those bomb belts and visiting the nearest packed mosque may come to mind. I'm surprised it doesn't happen and often.
