Because he used a theme of liberty in a speech, he's repealing the New Deal? I'm all for nice little pipe dreams, but yours is a bit far-fetched. GWB is the one who, instead of minimizing the Dept of Education, greatly raised its rate of budgetary growth. Then he followed up with an unprecendented entitlement program. The New Deal has little to fear from George W. Bush.

No. LS is right about this. The thrust of Bush's speech, the direction he now chooses to take, is toward individual choice. I.e., liberty.
His plans for social security, medical savings accounts, education vouchers are all of a piece -- to put Americans in greater control of their own lives. And, thus, their own destinies.
This was a very big speech. It is a very large vision.

GWB's twist on this is "Ask not what your country can do for you. Instead, ask what you can do for yourselves."
Note also that, with respect to the larger Dept of Education budget, as with Welfare Reform, the responsibilities have been devolved from the federal to the state and local level. And even the confounded prescription drug plan contains the seed of individual choice -- which was the reason the Daschle Democrats were so against it.
Now, Bush is going even further. Reagan changed the momentum, Bush may actually be the one to change the ship's course...
