According to Matthew Dowd, one of Bush's campaign strategists, you'll know a candidate is dead when the following three things happen:
1. The candidate "shakes up" his staff. 2. The candidate loses control of the agenda. 3. The campaign says "The only poll that counts is the poll on election day."
1 and 2 have already happened. If Lockhart says this today, panic has set in.
