Indiscriminate retaliation doesn't make sense. Putin is responsible for the security of all peaceful citizens in his country. Muslims included. The Russians have lived with Muslims for as long as they have fought with them. Actually the VAST majority of Russian Muslims prefer to be inside Russia. They hate Wahhabis.
