So, you're telling me that a deferment took your name out of the lottery

When the Vice President was draftable there was not yet a lottery. The lottery began in 1969.

As another poster pointed out, they sent you a draft notice and you filled out an accompanying form if you had deferment status and then you mailed it back.

Once they got back the pool of eligibles who could be drafted pre-1969 how did they select the ones to go?

In 1969 troop deployment held steady and in 1972 when Bush was in the National Guard troops were being brought home. I think it was 1973 when it all began to wind down. Chances of Bush or anyone being sent were almost nil at that time.
