Is that what they mean by 6 deferments (or 5..or whatever?)

That's immoral.

I thought it meant he'd received a draft notice 5 or 6 times and come up a valid excuse each time. I was prepared to bite my tongue and accept that.

BUT...

This means he didn't have any deferments.

Does anyone know if he EVER received a draft notice?

"deferment" meant that you were exempt from consideration. Many, maybe even most of us that were drafted, also had deferments. I had deferments because I went to college. Then, when I got out, I was drafted. I guess now I'm a draft-dodger in Kerry's book.
