Is it legal in WV to post signs on the highway? Here in Texas it is not legal on any right of way and I pull them up all the time. When someone pulls up to get my license number or confront me I offer my business card and the phone number of the sheriffs direct line.
I believe signs are okay if they're not within the right-of-way, that is, a certain distance from the road. When I say "highway," believe me, a W.Va. highway is not what you might be thinking: hilly, winding, narrow, etc. Bobby Byrd's money only goes to interstate highways in WV, not the state roads!

We just had the case of Democrat State Representative Phyllis Kahn (SP?) stealing lawn signs in somebody else's district. She simply apologized. Okey Dokey.
If I'm not mistaken, tampering with election materials is a felony. A year in the joint and a $50,000.00 fine might cool the criminal tendencies of the RAT party.
Campaign signs aren't free. The democracy fairy doesn't arrive in the middle of the night to plant them.
Candidates pay for them. They are the property of the candidate or, in some cases, the property of the person who purchased the sign to display.
Campaigns place them on private property with the consent of the property owner. If they are taken, it is theft.
