Because President Bush doesn't need to go off his message. These protesters want to be noticed. Ignoring them is a slam. Good.

When Clinton was heckled, he said, (paraphrased) "That's the trouble with this country. Anyone can say anything they want."

George W. Bush knows better than to even acknowledge a heckler.
