The heart of the plan is to move 30,000 U.S. troops from Germany and approximately 15,000 from South Korea, and rebase some of them in the United States and others in a network of smaller bases in Eastern Europe, the Middle East, Central Asia and Africa.

In other words, we are moving our troops from the functioning core areas of the world and forward-deploying them to meet the challenges of the "non-integrating gap" — the failed states and their peripheries mentioned in the Pentagon’s new map. The strategy is two-pronged; abroad, our strategy is to establish "lilypad"-style bases from which powerful mobile forces can hop to deal with brushfire/regional problems before they grow into theater-scale wars. Meanwhile, at home we'll be concentrating on prong two — establishing unquestionable strategic space dominance, including invulnerable space strike forces. Once achieved, we will be able to monitor the whole surface of the Earth in hi-fidelity real time, while being able to blind and deafen any other nation's space-based sensors; we will be capable of completely denying our adversaries the ability to launch space vehicles, track spacecraft, communicate with astronauts or satellites, or otherwise make use of space in any way; and we will have as a last resort the ability to strike targets on the ground or in space with pinpoint accuracy using a new class of weapon — smart kinetic energy weapons — that will rival the destructive power of nuclear weapons without producing any radioactive fallout. Once we have achieved strategic dominance of cislunar space, we will hae the capability to effectively neutralize the warfighting capability of any other nation or combination of nations whether they have nukes or not. This is the grand objective of 21st Century U.S. strategic policy: a pax americana enforced from space.

This policy is a wise move in my opinion.
