It would have been way too early for Steele to challenge Mikulski for the Senate. This is his first elected office and he's only held it for two years. Plus, he probably would've lost. He'll bide his time and run when he's better poised to win.
Steele is ours for now, you can have him for the senate in a few years. ;)
