He's not entitled to a "V" with the Silver Star, since Navy regs don't allow for such a thing. Navy is not saying that he doesn't deserve the Silver Star.

Kerry helped drive Adm. Boorda to suicide for wearing a V for valor that Hackworth screamed he did not deserve. (it was later found that Boorda was authorized to wear the two V's)

"If you wind up being less than what you’re pretending to be, there is a major confrontation with value and self-esteem and your sense of how others view you."
Of Boorda and his apparent violation, Kerry said: "When you are the chief of them all, it has to weigh even more heavily."

Navy is not saying that he doesn't deserve the Silver Star.

The officer who's signature is at the bottom is. He said he never saw it and never signed it.
Someone else forged the signature on the form to get Kerry the star.

"Former Navy Secretary John Lehman has no idea where a Silver Star citation displayed on Democratic presidential nominee John Kerry's campaign Web site came from, he said Friday. The citation appears over Lehman's signature. It is a total mystery to me. I never saw it. I never signed it. I never approved it. And the additional language it contains was not written by me," he said.
