The Congress of the United States is "The People", and they penned the law; it is their constitutional duty to do so.
They make laws, and the Executive enforces them.
Yes, I hold them in low esteem as well, but, Bush actually signed the law, therefore he is the most to blame.
He's never heard of a Veto, apparently.
The buck stops at the Presidents desk. He has final say over which laws pass, unless his vetoes are overriden, and he's never placed Congress in a position to override him, because his veto pen has been stuck up his nose or something...
Not unless they first sign them into law, which he did, after saying he felt much of the law was unconstitutional. How is that not a violation of his oath of office? Signing a law that he believes to be unconstitutional.
