I might be wrong, it's happened rarely in the past, but I THINK that Sea Lords was primarily a coastal interdiction effort.
If it was cut for a reason it might be that coastal interdiction had to do with movement of rice (Hmmm - the rice shrapnel purple heart) and arms via small boats. Cutting them off from their intended users.
Much less heroic sounding (12 to 30 on armed patrol boat vs. Joe chop sticks and his wife sitting at water line looking up) than scooting into Cambodia for the CIA.
That does not detract from the service in either event, people died interdicting sampans. But, it might imply that inland rivers were the exception(?)
PS: It wasn't too unusual for the RF/PF or even VNA/VNAF to be omitted when listing personnel. I found same problem when trying to figure out what we were carrying in aircraft. Records showed crew and two or three US personnel while the AC unloaded crew, three advisors, and 70 or so armed South Vietnamese.
