He is talking about Rassmann. It other accounts he says that Rassman was blown off the boat. Here he is saying Rassman fell off because the boat turned sharply.

As pointed out last night by another freeper, the 94 boat was on the right side of the river and a starboard turn would have put it on the bank. I wouldn't have wanted to take a helm command from Kerry.
The "story" now also is that no one saw Rassman fall off the boat. They didn't notice until they saw his head bobbing in the water behind the boat.
So how does Kerry know that Rassman flew off the boat during the "high speed" turn if he did see him fall into the water?
