IIRC the 9/11 Commission said Jdey was in reserve for the "second wave" attacks. The Commission report was coy, it did not identify what the attacks would be, and only basically said that KSM put them on hold due to the 9/11 planning - without discussing when, how much later the attacks would occur.

A big hole in the 9/11 report. Along with absolving the Saudi government, but mentioning as an aside that Saudi charties close to the govt. could have been involved.
