would be issued warnings and would be required to undergo retraining in conflict resolution,shouldnt the chief of the tlc make sure the cops were properly trained BEFORE he let them go out on the street to issue citations?

Allan Fromberg, a spokesman for the TLC, said an investigation had determined that the inspector who had handcuffed Wallace had not yet received his special patrolman status, which authorizes inspectors to use handcuffs and write summonses.
Funny that the TLC would issue cuffs to someone not authorized to use them. What are they, a prop?
