A Repeal of an Amendment needs to be an Amendment as well. Can't be legislation.
You're right that repeal of the 16th Amendment must itself be an amendment to the Constitution. That begins by the amendment being passed by Congress and then being ratified by the States. The amendment must be passed by two-thirds of each house of Congress.
