Ah well I have up close and personal experience with the Spanish imperialist minded. The fact that Vicente Fox is a snob is nothing new.
Vincente Fox is not "Spanish" or "Hispanic" in the sense of being someone of Spanish ethnicity or ancestoral descent from the Ibero-Roman people of Spain and Portugal. I've never heard of any Spaniard named "Fox". Nor any Spaniard named "Sahagun", as in his wife, Marta Sahagun. Its a bit of stretch to claim he is a representative of "the Spanish imperialist mind" when he is not Spanish.
