Why wouldn't a fax of the ballot be accepted? This is a computer scan of the ballot.
What is done with the original ballot?
It is easier to check a physical ballot for tampering than to examine a scanned image and make sure that the intent was not changed.
I think that it is good that something can be done to circumvent the post office who have been known to slow delivery of ballots to the home states.
