I heard Roger Hedgecock talking about it on Rush's show today. I haven't checked the law (and probably wouldn't want to), but he seemed rather certain. And it makes perfect sense that no candidate can have contact with these groups.
I presume that Kerry's lawyers would argue that speaking to individual members of a group is different from having direct contact with the group.
