Gee, I didn't know that Bush flew with the New York Air National Guard.

The F-102 in question is a static display aircraft at Ellington Field, Houston Texas. It was placed on display in honor of then Gov Bush after he was elected Gov. Static display aircraft are provided by the Air Force out of storage areas, its the same intercepter that the President flew while assigned to the 111 FIS in the early 70's.

But .. just because the AIRCRAFT was originally assigned to NY doesn't mean the AIRCRAFT stayed in NY.
