I thought it was the Chesapeake Bay Bridge that connects Norfolk and the other Tidewater/Hampton Roads cities with the other side of the bay.

That's the Chesapeake Bay Bridge/Tunnel. The suspect was videotaping the all-above-water 4.4 mile long Bay Bridge that connects "mainland" Maryland to the Eastern Shore, just north of Annapolis.

Thanks for the info. I've only seen one end of the tunnel at Norfolk and it didn't look like the one in the picture.

I happened to make a wrong turn coming back from Virginia Beach to Newport News and almost ended up on that toll bridge by mistake.
