Secretary of State Kevin Shelley made crude gestures and sexually related comments to an employee last year, according to a complaint filed by the former aide.
The internal complaint stated that Shelley allegedly made hand gestures relating to masturbation, asked about the aide's sexual orientation and made references to the genitalia of the aide's ex-husband.
The complaint, submitted on Nov. 10, 2003, was one of three the former aide filed that month alleging inappropriate behavior by Shelley.
Carol Dahmen, Shelley's spokeswoman, said there would be no comment from Shelley, who has returned from vacation, or from Mark Kyle, his chief deputy who is mentioned in the Nov. 10 complaint.
"We can't comment on personnel matters," she said.
The three complaints - as well as those filed by other Shelley aides and the on-the-record comments of two other former assistants - portray the secretary of state as a verbally abusive boss who frequently loses his temper.

What goes around: We can only imagine the chill that ran up embattled Secretary of State Kevin Shelley's spine when he read that ally Julie Lee -- who may have funneled thousands of questionable dollars into his political campaign -- had retained Chris Arguedas as her attorney.
Not only is Arguedas one of the state's top criminal defenders, she is also Carole Migden's significant other. Migden, you may recall, was the one who Shelley beat out for the presidency of the San Francisco Board of Supervisors in a bitter race back in 1994.
And that's just the start of the political family tree in this story.
Shelley's campaign manager in the '94 race was none other than Eric Jaye, who went on to work with then up-and-comer Gavin Newsom -- plus managed the ill-fated, but well-financed, campaign of Julie Lee's son Andrew Lee when the then 28-year-old rapper ran for the Board of Supervisors in 2002.
Oddly enough, the winner in that race was Andrew Lee's one-time music manager Fiona Ma -- who was also a former aide to Burton, who also got Newsom started in politics.
And speaking of Newsom -- his Sunset neighborhood campaign was in a building owned by mother Lee.
And there's more.
Although consultant Jaye was in on the ground floor of Shelley's secretary of state campaign, he'd been traded in by the time alleged funny money started flowing in -- having been replaced by Richie Ross, who is most recently known for running Cruz Bustamante's ill-fated, Indian-casino-money- fueled run for governor.
Jaye is now back helping Shelley -- and still working with Newsom, for that matter.
And one of his first moves was to help engineer Newsom's "get ahead of the story" return of the $2,000 he got from the Lee family for Newsom's mayoral campaign last year -- a campaign that the aforementioned Jaye also ran.
YES. Shelley's a Democrat and a good sex scandal is ALWAYS a career-building move. The media will treat it very differently from they way they covered Arnold in the so-called "Gropegate" last year.
