I love when GWB does stuff like this. He lets something fester and then finally caves, thus getting ALL the bad press from the left on the front end, and then gets scorned on the back end by the right as an appeaser. Sure looks weak.
Maybe the goal is to wipe the slate clean for the next victory. ;-)
