Not necessarily. I once owned a Parson's chameleon that was "supposedly" brought in before the CITES ban. Beautiful animal; I cried when he died (of old age). No longer available due to government even thought the breeders and hobbyists know more than the bureaucrats.

If you lost someone in the civil service I am sorry. I just err on the side of liberty.
