Around 70% of states are now shall issue which means that if the applicant meets the requirements of CCW, the permit must be issued. Requirements usually include a training class. There is no good cause or demonstrated need required.

Then I stand corrected. I live in Hawaii where demonstrated need isn't even reason enough.
