I suspect it was an error when his 214 was typed up but it is troubling that he never had it corrected. Any Vet knows you don't put a V on a SS.

How many "clerical errors" does it take to form a pattern of outright resume fabrication?

I know from personal experience that record-keeping was not the best in Vietnam. And as for correcting things, that is also difficult.

But there is a worthy question here: when did the error occur, and what was on the original document?
