NO one is supposed to salute unless they're in uniform.
If a soldier passes a 4-star General who is not in uniform, he won't salute and he's correct.
Kerry makes me crazy when he salutes those who are Vets, who are not in uniform. Does a disservice to them two different ways. They are wrong to salute Kerry - he NOT their CinC - therefore, he's just a former LTjg Navy officer and that is that.

When my husband drove his step-father on base they would get saluted left and right due to the sticker on the car. My husband was a Naval Officer and his step-father was an Army General (2star).
