How can they Thurlow's records and not be able to get Kerry's?

In a telephone interview Tuesday evening after he attended a Swift Boat Veterans strategy session in an Arlington hotel, Thurlow said he lost his Bronze Star citation more than 20 years ago. He said he was unwilling to authorize release of his military records because he feared attempts by the Kerry campaign to discredit him and other anti-Kerry veterans.
The Post filed an independent request for the documents with the National Personnel Records Center in St. Louis, which is the central repository for veterans' records. The documents were faxed to The Post by officials at the records center yesterday.
That should be the first, most-obvious of questions. If all it takes is an FOIA request, we should have Kerry's military AND Intelligence Committee records forthwith. Waaaaiiittttiiinnnggg...
I could be wrong, but I don't think they did. This could just be more fanciful, falsified and fictitious 'reporting' from a paper known to favor one candidate in the Presidential election over the other. It could be they are referring not to Thurlow's citation, but to the Award Recommendation for Kerry, for the Bronze Star, in which both Thurlow and Lambert are also recommended, unknown to them. The language from the article appears to be taken from the exaggerated write up on this Award Recommendation form - which may have just been posted to Kerry's site. I've gone down the list of his pdfs, before. I don't remember seeing this.
