New Jersey Analysis: Behind Special Election Process and Potential Candidates

Excerpted: TRENTON, N.J. -- The political scene may be chaotic as Democrats and Republicans wrangle over the possibility of a special election to replace Gov. James E. McGreevey, but state law is clear on the process of such an election.

If McGreevey stays in office beyond Sept. 3, there will be no special election to fill out his term. He has said he plans to resign Nov. 15, which would make Senate President Richard J. Codey the state's acting governor. --- Codey would serve as governor until the end of McGreevey's scheduled term in January 2006 if McGreevey leaves office after Sept. 3.

Some state Democratic leaders are pushing McGreevey to leave in time for U.S. Sen. Jon Corzine to run in a special election.

The state's top two Democratic power brokers, John Lynch of Middlesex County and George Norcross of Camden County, have battled with Codey and tried to depose him after McGreevey's 2001 election. --- A number of Republicans are also interested in running if there is a special election. Some GOP leaders were considering two former governors, but Tom Kean said he was not interested and Christie Whitman cannot run because of state law. The law says that governors who have been elected to two terms must wait four years before serving as governor again. Whitman left office January 2001.

Erma Gormley, president of the Constitutional Officers Associations of New Jersey, said it would not cost taxpayers any additional money for a special governor's election to be on the ballot in November if the decision is made by Sept. 3.

Doug Forrester has been running radio ads about his great love of this country on at least Rush Limbaugh's program for about a month - maybe he knew what was coming with McGreevey and his resignation - tonight on local Philly TV he ran an ad talking about what he'd do as governor - what else does he know?......

Everyone in New Jersey without a prior conviction should be allowed to serve as Governor for 15 minutes.
