I know some folks who ran a convenience store in Georgia during the big blizzard during the early 1990s. When the power went out they jacked the kerosene price up to obscene levels. They went out of business shortly thereafter for no other reason than everyone in the area remembered their greed.
Which is ironic, since high prices where needed at the time, to ensure the right people got the kerosene. Mob mentality is not necessarily correct.
Which is why in a future disasaster in that town, stores will keep prices low, and some people might freeze to death because others bought Kerosene first, thinking "what the heck the price is the same as before so I might as well add a little to my 20 day supply at home".
