If Keyes got what he proposes here, and what he wants, this is the chain of events we would see:
1) Descendants of slaves stop paying income tax for 2 generations (at least 40 years)
2) In the interim, the income tax is repealed
3) The federal government is now FORCED to pay cash reparations to those in step 1, because they now are receiving no value from those reparations, and the government has now agreed they are owed something
There is no way this is a positive step toward abolishing the income tax.

The income tax will not be abolished without bold plans like this, if you think otherwise you're day dreaming. It's plans like this that creates the cracks in the Dem/Socialist coalition that will eventually get the kind of reform that can lead to the abolition of the income tax.

I'm all for it if we can make the start date coincide with the Emancipation Proclaimation. (22nd of September, 1862)

3) The federal government is now FORCED to pay cash reparations to those in step 1, because they now are receiving no value from those reparations, and the government has now agreed they are owed something. It's not just that. Definitionally, Keyes' reparation plan does not help the lowest-income black Americans, because they don't pay taxes. So there will have to be some sort of reparations plan for them as well.

Alan Keyes is a complete clown. He is a smart man and a great speaker. But his recent comments are beyond the pale. Illinois should have found an ambitious young politician to run for office.
I think Keyes has destroyed what credibility he had.
