(I'm attributing law-and-order intentions to the bar owner, perhaps wrongly.)

Maybe not wrongly. Police are often scarce at 3-4 am. It appears the bar owner felt the "need to do something" - hence the brass.

The moral of the story is, "If you think you're a vigilante and wanna wear the brass, make sure you're in the right and can back it up with @$$."
