Russia Announces Iran's Bushehr Reactor is 90 Percent Finished
Russia has completed more than 90 percent of the Bushehr power reactor in Iran.
Russian officials said Moscow has accelerated work on the Bushehr power reactor.
They said 1,500 Russian nationals and personnel from the former Soviet Union were sent to Iran to complete the $1 billion nuclear project.

Can't attack it after it is fueled. The world outcry will be enough if it is unfueled, but bombing a fueled reactor is not a good idea.

I would imagine that Iran has been working on this nuclear reactor for 10-12 years and for the vast majority of that time the Clinton Administration did nothing leaving Israel and America venerable to nuclear attack.
