Well --- is it "fair" that when I turned 18, I didn't get my Indian money because I'm not an Indian

I'd like sources to back this up - as a card-carrying indian, I'd like to know why I didn't get MY "indian money" at 18 also...

I knew Indians who did get their government money when they turned 18 --- but they had to be reservation Indians which isn't fair because if you weren't a reservation Indian, you couldn't get it.
