Democrats would have no trouble answering your question, not that would understand their logic.

I hate to use the word, but Keyes proposal is incredibly divisive along racial lines. The implication that I owe ANYTHING to another group of people beyond my contracted debts brings such a vicious knee-jerk response that I cannot examine the proposal rationally.

He could couch the same things in terms of helping blighted areas and it would not bother me a bit. Calling it reparations and deliberately enacting it along racial lines... get a me rope.

"Reparations" was the headline writers choice. What if the article was headlined. "Keyes proposes specific tax cut to promote minority business development"?

Don't punish Keyes for finding new and creative ways to expose flaws in the liberal mindset. No reason to fear that the Republican Party is going to adopt his platform either, so be entertained.
