The downside of this plan is that once people are paying no taxes, they have no incentive to cut taxes for anyone else. On the other hand, they have no exscuse for their own failure but themselves, a point I'm sure Keyes is trying to get across.

Actually, it isnt. You can always find support for raising taxes on the other guy to pay for yourself.. Yea, lets have a new entitlement program and lets raise taxes... on those people that pay the taxes! What can be more popular than that ?!
