Let's remember, there was a relationship with the Kennedys going back to Kerry's teenage years. After John Kennedy was shot in the early sixties and then Robert in '68, the pre-Chappaquiddick Ted was one of the most powerful men in Washington. John Kerry simply would not have failed to utilize this very capable friend of the family in Washington to facilitate his quest to acquire PT109-like war experience to put on his job application for President later on.
