Chavez is a lot more recent than Carter. He came to power in the '90's.

Oh yes .. they only kept the polls open until Chavez WON. What does that tell you ..??
If the polls had been closed according to their laws - Chavez would have been recalled. This is just another case of the liberals moving the stakes in the game to circumvent the law.
